Actually, the governor of LA asked for federal assistance on 8/28 before the hurricane hit shore.
Bush declared the area to be a disaster area before the storm hit. FEMA's director, on the other hand, didn't lift a finger until after the storm was over.
FEMA turned away Wal-Mart's trucks full of water, cut emergency communication lines and all manner of un-helpful things.
FEMA has also assigned highly trained firefighters from all over the country to hand out fliers, as opposed to handling hazardous materials and rescuing the dying. Their first assignment, in fact, was to accompany Bush on a photo op.
Homeland Security purposely kept Red Cross out of New Orleans.
While the storm was raging, Bush was still on vacation. He gave a speech on Social Security in California, tried to sell his Iraq War for the nth time, ate some cake, strummed a guitar--all while important rescue operations were awaiting his word to be dispatched.
I don't mean to be pedantic or anything, but it's important for everyone to see just how badly the federal government fucked shit up. I'm not saying local and state government was blameless, as a lot more people should have been evacuated before the storm, and shelters should have been better supplied. But the government has been so incompetent that, at least to me, it constitutes criminal negligence.
Don't let the federal government weasel its way out of accountability! They fucked up in a catastrophic way, and it's time that somebody--preferably the President and his do-nothing cabinet--takes responsibility.

Oh wait...a correction.
The governor of Louisiana actually requested federal help first on August 26 and again on August 28th. According to Salon, the President was still on vacation on August 26th...

It is interesting...and troubling. I agree that local and state government also failed the city of New Orleans--the unused busses, the Superdome debacle.
Government, in general, has proven just how useless they are in times of crisis. I don't care what party they belong to--if they were responsible for this humiliating tragedy, their heads should (figuratively) roll.
However, it doesn't change the fact that when this crisis was imminent, after the governor *had* requested federal assistance, the entire federal government was out to lunch.
Bush will probably get away with his negligence and criminal indifference by pointing the finger at local and state government. But he *has* to take some of the heat. New Orleans drowns, and he strums guitar? You know he can't play for shit, either.
